The mandate of the interim Prosecutor General, Dumitru Robu has expired. Who will take over
Prosecutor Mariana Cherpec, the spokeswoman of the Prosecutor General’s Office (PG), corrected the information provided earlier and said that “Eduard Bulat is to substitute the duties of the Prosecutor General, but this does not mean that he will hold the position of acting Prosecutor General”.
The original news said that prosecutor Eduard Bulat was to take over as acting Prosecutor General after Dumitru Robu’s term expired on Wednesday 5 October. The information was confirmed to Ziarul de Gardă by Prosecutor Mariana Cherpec, spokeswoman of the Prosecutor General’s Office (PG), who mentioned that, according to the Prosecutor General’s Office Regulation, the position of interim Prosecutor General was to be taken over by the deputy in charge of criminal prosecution.
Mariana Cherpec said that Eduard Bulat would take over the position on 6 October and will hold it until the Superior Council of Prosecutors (CSP) appoints a new interim prosecutor general.
“(…) According to an order of the interim Prosecutor General issued at the time of taking office, Mr. Eduard Bulat is responsible for criminal prosecution. According to these legal rules, Mr. Bulat is to exercise the mandate of acting Prosecutor General until a new acting Prosecutor General is appointed by the PSC,” Cherpec said.
Until now, Mr Bulat has served as deputy to the acting Prosecutor General Dumitru Robu and as a member of the College for Selection and Career of Prosecutors.
Eduard Bulat has worked in the prosecution service since 1994. He began his career in Criuleni and was transferred to Chisinau in 1997. He worked at the Chisinau Prosecutor’s Office, Anti-Corruption Prosecutor’s Office (PA), and from 2008 to 2017 he was the head of the Prevention and Combating of Trafficking in Persons Section of the General Prosecutor’s Office. After the reform of the institution, in 2017, through a competition, Bulat was appointed Chief Prosecutor of the Policy, Reforms and Project Management Section.
Bulat participated in the competition for the position of Prosecutor General held by the Ministry of Justice in 2019. Subsequently, he applied to the court for the annulment of the decision of the Commission for the pre-selection of candidates for the post of Prosecutor General of 29 October 2019, by which Alexandr Stoianoglo was appointed Prosecutor General of Moldova, and for an order to establish a new commission for the pre-selection of candidates for the post of Prosecutor General.
According to the statement of assets, for 2020, Eduard Bulat indicated an annual salary of 320 519 lei from the PG for the position of chief prosecutor of the policy, reforms and management section, which is 26 709 lei per month. Also in 2020, Bulat declared an annual salary of 28,507 lei, money he earned from his position as a consultant prosecutor in the PCCOCS. From the National Institute of Justice, Bulat collected an annual salary of 17 400 lei for teaching, scientific and creative work, and from “AO Invento” an annual salary of 3 348 lei. Also in 2020, Prosecutor Bulat earned 22 000 euros from the sale of an apartment.
Upon his appointment as acting Deputy Prosecutor General, Eduard Bulat indicated in his wealth statement that in 2021 he collected a salary of 352 541 lei from the PG and 21 000 lei from the National Institute of Justice.
