Moldovans Secure Parliamentary Majority for the pro-European PAS
The Moldovans have elected a new parliament, with a clear majority won by the Party of Action and Solidarity. With 100% of the ballots being processed, PAS has a lead of 52.80%, followed by the Electoral Bloc of the Communists and Socialists with 27.17% and the SHOR Political Party with 5.74%. None of the other competitors have passed the threshold for acceding into the Parliament.
The most likely distribution of seats looks as follows (out of 101):
Party of Action and Solidarity (774 754 voters): 63 seats;
Electoral Bloc of the Communists and Socialists (398678): 32 seats;
SHOR Party (84185): 6 seats.
According to the Constitution, a Parliamentary majority is considered to be the faction or coalition of factions, announced by declaration, comprising more than half of the 101 elected deputies, i.e. 51 deputies.
The parliamentary majority formed holds the necessary votes for the adoption of draft laws in the first and second reading, the final reading. Organic laws and simple motions tabled in Parliament are adopted by a majority vote of the Members present. The revision of the Constitution is adopted by a two-thirds vote of Members (a Constitutional majority of at least 67 votes).
In this case, according to the preliminary results provided by the CEC, the Party of Action and Solidarity obtains a parliamentary majority, namely 63 seats out of 101 in the Chișinău Parliament.
According to the Constitution, the Parliament is elected by universal, equal, direct, secret and freely expressed suffrage for a four-year term, which may be extended by organic law in the event of war or disaster. The Constitutional Court of the Republic of Moldova, on the proposal of the Central Electoral Commission, decides on the validation or invalidation of a deputy’s mandate. The mandate is invalidated in case of violation of the electoral legislation.
The newly elected Parliament shall convene in constituent session upon convocation by the President of the Republic of Moldova no later than 30 days after the elections if at least 2/3 of the total number of deputies have been elected. The tentative list of new members of the Parliament is published in the ZdG Romanian language version, the list might be updated.
