SIS Transactions with phantom companies and intelligence officers
Security and Intelligence Service (SIS) recently signed a contract for the transfer and transmission of properties from Grenoble Street, 159 to the company Finstroi-Invest Ltd. The deal was made after SIS employees were duped by the company of Ivan Tomaili. The new company to build five residential blocks for SIS employees, almost, has no experience in construction, and unique founder left to work in Russia, while the administrator from Finstroi-Invest Ltd represents in court from Russian Federation territory several Russian companies. ZdG found out that, behind this phantom company, appear several intelligence officers. “It’s something else in the middle. I had to create a clean company, because we could not admit the object to be transmitted by Tomaili to SIS. Why are you interested in this subject now?”, told us Leonid Gherghelijiu, SIS officer.
In 2008, through a government decision, SIS became the owner of a hectare of land on Grenoble Street, 159. A month later, the institution has signed a collaboration agreement with II “Tomailî-Argo”, which was to build five residential blocks until October 2011.
The chapel of SIS employees
Before the beginning of construction on this land, the former head of SIS, Artur Resetnicov, invited Metropolitan Vladimir to sanctify the place. Currently, on Grenoble, 159 can be seen more constructions, enclosed with a fence of metal plates, and on the gate is hung a rusty padlock, intact for a long time. With the help of people in the area, ZdG reporters entered on the territory from Grenoble, to photograph the wooden chapel “St. Great-Martyr George the Conqueror”. Upon entering the chapel, we find a plate where is written: “To the construction of the chapel has contributed II Tomailî-Argo, SIS employees and parishioners.”
In 2012, SIS was announcing through a press release that it intends to terminate the contract with II Tomaili-Argo, because the operator has not complied with the contractual terms. In February 2014, ZdG sent a request for information on SIS address, asking to be informed whether or not the institution has terminated the contract with II Tomailî-Argo, now under criminal investigation, and with Ltd Alstconstruct. I also asked the name of the company that will perform further work.
Information of prosecutors, different from those from SIS
According to SIS response, the service so far did not sign contracts with the construction firm Ltd Alstconstruct, since it appears as a subcontractor, contracted directly by II Tomaili-Argo. Though in the indictment Ordinance of 23rd of October 2012 of Ivan Tomaili is indicated that decision makers of Tomaili-Argo signed a fictional contract of collaboration with Ltd Mebax-Double, which previously invested in the construction from the Grenoble, 159 about 2 million euro, obtaining the right on 100 apartments at a price of only € 300 m², lower than that contracted with employees of intelligence service, in the answer I received from SIS is said that Ltd Mebax-Double has obtained an investment contract, getting on its bases, and now owning 26 apartments.
About Mebax-Double Ltd, ZdG wrote that the sole founder of this company is Leiria-Tur Ltd, a company specializing in tourism and retail trade of potatoes. Major shareholder, holding 81.6% share in the company Leiria-Tur, is the offshore company from Cyprus, Hesperus Investments Limited.
“Julius is in Moscow. Is coming home on Easter”
At the end of February 2014, SIS signed with Finstroi-Invest Ltd a contract for the transfer and transmission of object from Grenoble Street, 159. Data from State Registration Chamber (SRC) shows that Finstroi-Invest Ltd was founded at the end of 2013 and is based on a fictional address on Toghina Street, Chisinau. The company, founded recently, has no experience in construction, single founder being Julius Sproncu, 45 years old, a native of Malaiesti, Orhei. On his name are entered several lands in Orhei. Some of them he obtained as donations from his mother, Vera Soproncu.
I tried to find out more details about Julius Soproncu to understand if indeed he is the businessman who will build the five blocks for SIS. I contacted his mother. She told us: “Julius is in Moscow. He will come home on Easter. There he is working in a quarry. He is friends with Ruslan Cretu, from Floreni. I do not know more about him. Iana, wife of Julius, is also from Floreni. She is working in a public institution”, explained us Vera Soproncu.
SIS on termination of the contract with Individual Enterprise Tomailî-Argo:
Over the past two years, SIS has undertaken several measures to improve the situation that prevented operation of contractual commitments – being in connection with the real estate designated to SIS employees. Therefore, in order to achieve agreement, to the end, of that process of building, that, over time, has been a subject to contradictory discussions – negotiated with companies established in the branch of the national economy that perform construction. The delay of the process in finding a solution that would correspond to indicated circumstances has several conclusive arguments, namely: the failure of contract clauses by II “Tomailî-Argo”, ie construction and commissioning of the blocks until October 30th, 2011, evasion by II “Tomailî-Argo” from amicable termination of the agreement on cooperation and application by bailiffs of sequesters on the real estate of the complex from Street Grenoble (Tudor Strisca str. no. / no. – 19/2, 19/3 19/4, 19/5 and 19/6). Finally, we acquaint that the main reason of certain specified actions was removed, so it will have no detrimental effect.
The link with companies from Russia
I later also contacted his wife, Liliana Vieru, holding the deputy director function in a department of the State Agency for Intellectual Property. She spoke to us with a troubled voice. “Obviously, I understand what it’s about. You are interested in apartments … My husband is the founder, but basically, there is a (company, no) subcontractor company. I can’t tell you more. I do not activate in this company. I am working at a state institution. Julius is involved there with his friends.
Data from SRC also indicate that the administrator at Finstroi-Invest Ltd is Ruslan Cretu. He appears as a founder with 50% of shares in the company Dolomite-Invest Ltd, and another 50% are held by a company in Russia, OAO Dolomite, founded by a Russian company OJSC Novolipetsk Steel. Ruslan Cretu is included as representative of several companies involved in several legal disputes in the Russian Federation.
SIS officers behind Finstroi-Invest company
ZdG found out that behind the firm that is to build the blocks on Grenoble Street, are listed the names of several employees from SIS, including information officer Leonid Gherghelijiu. He told us that he reads ZdG. He believes, like other of his colleagues, that we try to put them “impede”, the construction not to be relaunched. Meanwhile, Gherghelijiu recognized that Finstroi -Invest was founded in collaboration with SIS and that Julius Soproncu and Ruslan Cretu are mere extras.
“It’s something else. We had to build a clean company as we could not let the object be sent to Service by Tomaili. We have reached an agreement with this company (Finstroi-Invest) for construction. Why are you interested in this object now? It was a decision of the initiative group. And to take steps to relaunch the construction of this object. It was very difficult to solve the problem. We know that Soproncu is out of the country and we know all the details … Behind this construction are 300 people who have been deceived. It’s insulting when someone “impede”. We selected this firm but it will not run (work-no). It will be a subcontractor as had Tomaili. The reason is that the object could not be transmitted. You can write that the problem is solved”, told us Gherghelijiu.
According to updated cadastral data, on Grenoble, 159 land owner of 1 ha remains SIS, and those 5 constructions having the degree of finishing 23% were entered on Finstroi-Invest Ltd, which is to build the blocks and commissioning until the first quarter of 2017.
