    The Assets and Acquisitions of Chicu’s second Government Ministers

    According to the law, all the state officials have to submit their declarations of assets and personal interests until the end of March 2020. ZdG investigated the declarations of assets of Chicu’s second Government ministers. 

    While looking through their declarations, ZdG concluded that one of the ministers submitted the declaration of assets after the deadline, infringing the law, and another didn’t mention in his declaration the 1,000 agricultural lands from the previous declaration.

    The Ministry of Health’s Assets Worth Over 15,000 Euros

    The Minister of Health, Viorica Dumbrăveanu, is now in the public eye. In 2019, the Health Minister’s assets were over 15,000 euros. The Health Minister received over 12,000 euros from her main activities, as a Health Minister and presidential adviser. 

    In 2019, the Minister received around 2,000 euros for teaching activities from the International Organization for Migration and the Lumos Foundation. The Minister also received an allowance of over 800 euros from the State Enterprise CREPOR. The Minister’s family received over 100 euros from leasing land.

    According to her declaration of assets and personal interests, the minister inherited a 55 square meters apartment in 2015. And in 2018, she obtained a 58 square meters apartment through a donation contract. 

    Since 2010, the minister’s family owns a house and a Mercedes C200. The minister’s family also owns five lands. 

    Since July 2019, Dumbrăveanu was President Igor Dodon’s adviser. And previously she was secretary of state within the Ministry of Health and deputy minister.

    Dumbrăveanu works in the Ministry of Health since 2002, when she was employed as a consultant of the Social Assistance Department under the subordination of the Ministry of Labor and Social Protection.

    The Minister of Justice Made no Acquisitions in 2019

    The Minister of Justice, Fadei Nagacevschi, received around 7,000 euros from working in the Parliament and in the Ministry of Justice.

    According to his declaration of assets, the minister acquired a 33 square meters apartment in 2010 and a 68 square meters apartment acquired in 2018. The minister also bought a garage in 2012.

    The minister’s family owns a Volvo S80 bought in 2012 and a MiniCooper S bought in 2013. In the declaration of assets, the minister mentioned that his family obtained three lands, in 2017. 

    Previously, Fadei Nagacevschi was advisor to Zinaida Greceanîi, President of the Parliament. 

    In recent years, he represented the interests of the Socialist Party as a lawyer. He is the son of Vitalie Nagacevschi, president of the Jurists for Human Rights Association.

    One Thousand Lands from the Minister of Finance’s Declaration of Assets Disappeared

    The Minister of Finance, Serghei Pușcuța, is among the richest ministers from the so-called technocratic Government led by Prime Minister Ion Chicu, former presidential adviser.

    According to his declaration of assets, in 2019, the minister received around 25,000 euros from the State Tax Service, where he was head of the institution, and around 600 euros from the Ministry of Finance, where he works since November 2019. 

    The Finance Minister owns a 67 square apartment, a 93 square apartment and two garages, together worth around 52,000 euros. The minister also declared a few extra real estate assets, one of which is over 1000 square meters. He also mentioned a new car bought in 2018 for around 29,000 euros. 

    According to his declaration of assets, the minister’s family obtained around 52,000 euros from leasing agricultural lands or from patenting activities. 

    However, the minister’s new declaration of assets doesn’t include the approximately 1,000 lands with areas ranging from several square meters to several hectares, which he mentioned in his previous declaration of assets. 

    At a press conference on November 19, Chiril Moţpan, the deputy of the ACUM Bloc, said that Sergiu Pușcuța owns about 500 hectares of agricultural land, of which about 150 hectares might have been bought by Eduard Ababii, a current member of the Constitutional Court, who is Pușcuța’s brother-in-law. 

    At the same time, Moţpan added that it would have been extremely difficult for Sergiu Pușcuța, with his budgetary salary, to justify the amassed properties, which amount to €1 million.

    However, the minister mentioned that he started to buy agricultural land in 2011, while he was working in the private sector.

    “The information was collected from my declaration of assets. As for the alleged illegalities, it is very important and I am really grateful to the deputy who sent the file to the Prosecutor’s Office. 

    That is how it should be, the competent bodies must draw conclusions. It is hard for me to say who evaluated my fortune at €1 million, I think Mr. Moţpan is more skilled in this procedure. 

    I can’t exactly estimate the value of my property, but, as I said, I own 500 hectares of agricultural land. I would like to remind you that, from 2009 to 2016, I did not work in the public service, I worked in responsible positions in the private sector. The business referred to by Mr. Moţpan was started in 2011,” claimed Pușcuța, in November 2019.

    Since 2016 Pușcuța was the Director of the State Tax Service. Previously, he was vice-director and general manager of a dairy products company in Moldova, and in 2008-2009 he was a financial advisor to President Vladimir Voronin, as well as director of the Center for Combating Economic Crimes and Corruption, the current National Anticorruption Center.

    The Minister of Education Sold an Apartment in the Capital for Around 34,000 Euros

    The Minister of Education, Igor Șarov, reported incomes for 2019 amounting to over 13,000 euros. The minister also mentioned that he received around 4,000 euros from three education institutions, and allowances from the Central Printing House, Moldova-Concert and the Polygraphy of around 3,000 euros. 

    In 2019, Șarov sold an apartment in Chișinău for around 34,000 euros. The minister also owns a Honda CRV and an old Renault 25, made in 1989. 

    Igor Șarov became Minister of Education in March 2020, after the Democratic and the Socialist Party formed a governing coalition. Igor Șarov worked as general-secretary at the ministry until August 2019. 

    In 2017, Șarov was a State Secretary at the Ministry of Education. The Government led by Maia Sandu dismissed him in August 2019, along with other state secretaries. 

    The Minister of Agriculture Income of Around 10,000 Euros. 

    The Minister of Agriculture, Ion Perju, mentioned in his declaration of assets for 2019 incomes of around 10,000 euros. He received around 500 euros from the Ministry of Agriculture and over 9,000 euros from the Presidency, where he was Dodon’s adviser.  

    The minister mentioned a house of over 106 square meters, a Honda CRV and four agricultural lands obtained in 2013. 

    The past four years, Perju was Dodon’s adviser in the field of agribusiness and public administration, and from February 2008 until November 2009 he was Deputy Minister of Agriculture and Food Industry.

    The Minister of Foreign Affairs Acquired a New House 

    The Minister of Foreign Affairs, Oleg Țulea, received in 2019 revenues from the Ministry of Foreign Affairs for his position as Ambassador of Moldova in Hungary. He wrote in his declaration of assets a salary of over 10,000 euros and an allowance of 34,500 euros.  

    His wife had revenues from CEPOL worth 33,400 euros. In 2019, the minister bought a house worth over 75,000 euros. The minister also owns an apartment and a Mercedes C180 bought in 2014. 

    Țulea was a member of the Parliament from 2004 to May 2011. He was deputy minister of Youth and Sports between September 2009 and June 2011. He was the International Secretary of the Youth National Council form Moldova. Țulea was the Ambassador of Moldova in Hungary, Croatia, Slovenia and Bosnia and Herzegovina.

    The Minister of Defence Received Incomes from Three Different Workplaces

    The Minister of Defence, Alexandru Pânzari, worked, in 2019, at the General Police Inspectorate, the Tirex-Petrol company and the Estconstruct company, receiving revenues of over 11,000 euros. The minister also declared a pension of over 4,000 euros, around 400 euros per month, which is three times more than the average pension in Moldova. 

    The minister’s family owns a 48.9 square meters apartment, bought in 2002 with almost 1,500 euros, which is 11 times less than the market price in 2002. In 2002, the price of a square meter in an apartment, in Chișinău was around 238 euros, hence the cost of a 48.9 square apartment reached to 11,600 euros. The family also has a 106 square apartment, acquired in 2009 and worth 52,500 euros. The minister’s family acquired the second apartment based on a capital investment contract.  

    The minister’s family also owns a motorcycle manufactured in 1961, bought in 2018 for around 155 euros. 

    Pânzari was the head of the General Police Inspectorate. The Government led by Maia Sandu dismissed him, but the court reinstated him to his former position. After the court’s decision, Pânzari resigned. He was investigated for abuse of power and exceeding service duties, during the April 7, 2009 protests in Chișinău, but the Chișinău Court of Appeal acquitted him. 

    The Minister of Internal Affairs Sold a Car for 22,300 Euros 

    The Minister of Internal Affairs, Pavel Voicu, completed his declaration of assets and personal interests with 22,350 euros after he sold a Skoda bought in leasing in 2017. According to the declaration of assets, the minister concluded the leasing contract. 

    Since November 2019, the minister received a salary of around 1,500 euros from the Ministry of Internal Affairs. Previously, from June 2019 till November 2019, Voicu was the Defence Minister and received a salary of over 5,000 euros. Voicu also received around 5,500 euros for the period between January and June 2019, when he was Dodon’s adviser. 

    In 2019, the minister also received a pension worth over 3,000 euros. 

    The minister does not include any purchases of real estate assets or lands throughout the previous year. 

    Previously ZdG wrote that the minister lives in a house, in Durlești, a Chișinău suburb. The minister’s family came into the possession of a house following a donation from his parents, residents of the village of Măcărești, Ungheni district, in the central part of Moldova.

    Ana and Feodosie Voicu, the minister’s parents, bought the land on which the house stands today in 2007, while they were 57 and 62, respectively. The seller of the land was Ion Stratulat, the ex-policeman shot in 2011 on a terrace in the center of Chișinău following a conflict with the sportsman Ion Șoltoianu.

    According to the cadastral property records, the house was put into operation in August 2012, and after only two months, on October 6, 2012, Ana and Feodosie Voicu donated it to their son. 

    In the years 2007-2012, during which time, officially, the house was built by his parents, Pavel Voicu held various management positions in the police, including that of head of the Botanica police inspectorate and of Cimișlia police inspectorate. 

    “Until a certain stage the house was owned by my parents, then I went to Romania for three years, returned and finished it. I built it with my parents. My mother worked in Italy for about 12 years, and my father stayed with me. I purchased the terrain and started the construction, then I went to Romania and I worked three years as general manager at a metallurgical plant and I earned a salary that allowed me to finish building my house,” mentioned the minister in November 2019, for ZdG, in regards to the financial resources that allowed him to build the house where he lives. 

    The House of the Minister of Internal Affairs

    The Minister of Economy Submitted His Declaration of Assets After the Deadline

    The Minister of Economy, Serghei Răilean, submitted his declaration of assets and personal interests later than the other ministers. 

    According to the law, the persons who have been appointed to a new position should submit the declaration of assets and interests within 30 days from the appointment to that position. And although, the minister did not file the declaration of assets and interests until March 31, the deadline stipulated by the legislation, the representatives of the National Integrity Authority stated that the official did not break the law. 

    According to his declaration of assets and personal interests, in 2019, Răilean declared a salary of around 29,000 euros from the Public Service Agency, from where he was dismissed in July 2019. Subsequently, during the six months he was the head of the Public Services Agency, Răilean received a monthly salary of around 5,000 euros, which is almost five times bigger than the salary of a minister. 

    After he was dismissed Răilean declared that he also received a compensation of over 11,000 euros and around 2,000 euros as material aid. 

    In 2019, while serving as deputy secretary-general in the Democratic Party he received a salary of over 2,000 euros.

    In 2019, his wife worked at Chemonics International company and received around 22,000 euros. The Răileanu family sold a Kia Sorento car, manufactured in 2015, for around 16,000 euros.

    In 2016, the Răileanu spouses purchased a land, and in 2018, they built on that land a 200 square meters house, but they own only half of the house. 

    Since 2017, the Răileanu spouses also own a 147 square meters commercial space worth 138,000 euros.  

    Răilean was appointed Minister of Economy and Infrastructure in March 2020, following the alliance between the Socialist and the Democratic Parties. 

    Răilean was appointed head of the Public Services Agency in 2012. He resigned from the position in July 2019. In the past nine years, he build-up his professional career with the help of the former Prime Minister Filip. Răilean is the godfather of Filip’s son. In 2006 Railean was appointed financial Director at Tutun-CTC,  a corporation ran by Filip as General Director. 

    In 2011, after Filip was named Minister of Information Technology and Communications, Răilean was appointed as General Director of the State Enterprise Registru. When Filip became Prime-minister, Răilean was appointed as Director of the new agency subordinated to the Government, respectively, to Filip. 

    ZdG also found out that Răilean took part in the Pădurea Domnească illegal hunting incident, when a man was killed. The incident was the beginning of a political scandal, involving state officials, including the then Prosecutor General, Valeriu Zubco.
