Igor Grosu: “The Central Electoral Commission will adopt the list of persons who cannot run in the local elections of November 5”
UPDATE 8:12: Parliament Speaker Igor Grosu said at a press briefing that he took note of the CC ruling, delivered on October 3. “We are in an exceptional situation. All those mentioned by the CC in the reasoning of the unconstitutionality decision of the Shor party will be off the electoral lists”.
At today’s plenary session of Parliament, 4 October, MPs will meet “to complete the electoral code with provisions that will bring it into line with the CC ruling. Thus, the law will establish criteria for individualisation and the possibility to challenge the decision within one day, as it results from the CC ruling and the ECtHR regulations”.
Criteria will be established for the individualisation of restrictions on the right to be elected. “Organised criminal groups are not compatible with democracy,” says Grosu.
According to the official, persons with the status of accused, suspected or indicted in the commission of crimes that were mentioned as the CC’s argument in declaring the unconstitutionality of the Shor party will be rejected. Likewise, persons excluded in the previous electoral ballot but who violated the principle of legal party financing and/or were included in international sanctions. If they are already registered in the electoral race, their participation will be cancelled.
Decisions of electoral bodies may be appealed within one day.
“The regulations are already effective, by decision of the Committee for Exceptional Situations (CSE) of 4 October, and the electoral bodies are obliged, as of now, to comply with the new provisions,” says the Speaker.

Parliament Speaker Igor Grosu holds a press briefing before convening the Permanent Bureau of the Legislature this morning, 4 October, for Parliament to meet in session. The subject of the press conference has not been announced.
The announcement by the official in Chisinau comes after the Constitutional Court (CC) admitted yesterday, 3 October, the complaint filed by the deputies of the former Shor party. Thus, representatives of the former Shor party can participate in the general local elections on 5 November.
On Tuesday, 3 October, the CC declared unconstitutional the provision restricting the right to be elected of persons who, at the time of the CC’s ruling declaring a political party unconstitutional, were members of the executive body of the political party declared unconstitutional, as well as persons holding elective office in the political party declared unconstitutional, for a period of 5 years from the date of the ruling of the Constitutional Court.
“Article 16 para. (2) letter e) of the Electoral Code is declared unconstitutional. Judges Nicolae Roșca and Liuba Șova delivered separate opinions on this ruling”, the CC President announced.
