How Does the Sandu Government Plan to Fight Corruption?
The Government of Moldova has released its 2019-2020 Action Plan for public consultation. The plan, unveiled on August 6, includes the actions that the new government intends to implement in several areas, including in the fight against corruption.
The Government Action Plan was developed based on the priorities of the Government’s Activity Program and the provisions of the Moldova-E.U. Association Agreement, as well as the provisions of the Memorandum with the International Monetary Fund and the World Bank.
According to the project, the Government has outlined four directions for combating corruption in the respective period.
One of these actions concerns the improvement of monitoring the assets and interests of high level officials. The government wants to eliminate the obligation to issue certificates of integrity for electoral candidates and to exclude practices for acquiring goods at bargain prices or from people who cannot justify their provenance. Another priority is to ensure the a priori verification of high risk income statements, by introducing an automated risk identification register. The actions listed above are planned for completion by September 2019.
The Government is also planning to ensure the efficient investigation of corruption cases, by establishing the subject-matter jurisdiction competences to the Anti-corruption Prosecutor’s Office in investigating high-level corruption cases and to the territorial prosecutor’s offices in investigating the other cases of corruption. The Ministry of Justice will be responsible for implementing this action, which is expected to take place in September 2019.
Prime Minister Maia Sandu’ s government is also proposing the elaboration of a project regarding the procedure for detecting violations in the field of money laundering, terrorism financing and the application of sanctions.
The fourth action included in the Government Action Plan refers to the improvement of the legislative framework governing the system of precautionary measures, seizure and extended confiscation of goods.
