OSCE Parliamentary Assembly calls for transformation of peacekeeping operation on the left bank of the Dniester into an international civilian mission
A resolution targeting Moldova was adopted at the 30th annual session of the Parliamentary Assembly of the Organization for Security and Cooperation in Europe (OSCE). The resolution is part of the Final Declaration adopted by OSCE parliamentarians at the event, which took place from 30 June to 4 July in Canada.
The OSCE Parliamentary Assembly (OSCE PA) members call on the Russian Federation to resume the withdrawal of its military troops and ammunition depots from the territory of Moldova in the Transdniestrian region in accordance with its constitutional neutrality.
At the same time, the OSCE PA invites “all relevant actors” to initiate political discussions with the aim of transforming the current peacekeeping operation in the Transnistrian region into a multilateral civilian mission under an international mandate.
The text of the resolution notes that Moldova is one of the countries most affected by the consequences of the war in Ukraine. But, according to the document, despite limited material resources and ongoing security and economic threats posed by the Russian Federation, it has received hundreds of thousands of Ukrainian citizens who have transited or found refuge in Moldova.
“The resolution is a joint effort of MP Veronica Rosca, head of the Moldovan Parliament delegation to the OSCE PA, and Dan Barna, head of Romania’s delegation to the OSCE PA. The document was presented in Vancouver by MP Dan Barna, who specified that the resolution represents an active step by Romania in supporting the Republic of Moldova and keeping the issues related to the country’s border and the Transnistrian situation on the international political agenda,” a press release from the Chisinau Parliament said.
The resolution also notes that the “5+2” negotiations are suspended as a result of the Russian Federation’s war of aggression against Ukraine and, in this context, appreciates the efforts of the OSCE mission in Moldova to facilitate, in particular, dialogue in the “1+1 format”, both at the level of chief negotiators and sectoral working groups.
The declaration adopted at the 30th annual session of the OSCE PA includes 16 resolutions, covering a number of topical issues: the Russian Federation’s war against Ukraine from a political, security and humanitarian perspective; artificial intelligence; energy security; political prisoners; migration; OSCE institutional challenges; economic security and post-COVID recovery; good governance and the fight against corruption, etc. The event also saw the vote on the new leadership of the organisation and its General Committees, with Pia Kauma, a member of the Finnish Parliament, as the new OSCE PA Chairperson.
